Voter Registration Deadline

Applications must be received or postmarked by the fourth Tuesday prior to Election Day, at least 29 days.

Getting Started

Training Requirement: Kentucky does not require training or registration drives.

Notification and Registration Requirements: Kentucky does not have notification requirements for registration drives, but the state does require the drive’s organization to act under the supervision of the county clerk: The state information is located here: elect.ky.gov/Voters/Pages/Voter-Registration-Drives.aspx

Compensation Restrictions: Do not pay registration drive participants based on how many registrations they collect. It is a class B misdemeanor in Kentucky. Do not offer an applicant any incentive of monetary value to register to vote.

Obtaining Applications

State Form: The state mail-in voter registration application can be downloaded at the State Board of Elections (SBE) website here: elect.ky.gov/registertovote/Documents/SBE%2001%2040 6%20Mail%20In%20Voter%20Registration%20Application. pdf

You may also request voter registration cards from your county clerk or (for bulk orders) the SBE. Find your county clerk here: elect.ky.gov/About-Us/Pages/CountyClerks.aspx

Federal Form: The federal mail-in voter registration application may be used in voter registration drives: eac.gov/voters/national-mail-voter-registration-form/

Photocopying Blank Forms: Blank applications may be photocopied and used in voter registration drives.

Handling Applications

Incomplete Applications: Do not fill in any missing information on a registration form unless you have express permission from the applicant.

Photocopying Completed Applications: There is no law or rule prohibiting photocopying or retaining information from completed registration applications. As a best practice, a voter’s full or partial Social Security number and/or driver’s license should not be retained.

Submitting Completed Applications: State voter registration applications must be delivered/mailed to the county clerk of the county where the voter resides. County clerk information can be found here: elect.ky.gov/About-Us/Pages/County-Clerks.aspx

Federal voter registration applications can be delivered or mailed to State Board of Elections, 140 Walnut Street, Frankfort, KY 40601-3240.
